General Principles of using the attached "Weighted Scoring system”of rating/categorizing the partner organizations (POs) under OOSA(Small-Medium PO window of PKSF).

1.0 Indicators for PO categorization is attached in Enclosure–1. These indicators are to be used at two levels for funding a PO and its change from one category to another. These two sets are given in Enclosure-2.

2.0 In order to be capable of getting financed from PKSF remaining in the present category, a PO should score as follows in the 'First and Second Levels' of Indicators.

4.0 Projected highest limit of PKSF’s fund outstanding at the end of the year for different categories of POs has been shown in Enclosure-3.

5.0 A particular PO of category 'A' may be promoted as a PO under 'Bipool'(Large PO window of PKSF) if it can maintain an overall GPA of 3.5 on a continuous basis for at least 2 years and if its own capital and number of borrowers are Tk. 10 crore and 1,00,000 respectively.

6.0 Scoring Model placed for categorization will be used for evaluating the overall standard of 'Partner Organizations' so that financing of POs with more efficiency becomes possible with a view to make them (POs) sustainable. With this, it will be possible for POs to have a clear idea about the probable flow of fund from PKSF to them alongwith the qualitative achievement of their operations. But it does not establish the right of POs to get fund from PKSF on achievement of required score on the indicators mentioned. The final decision would lie with the PKSF who would also consider the POs reputation, integrity, sense of unity with the principles and ideology of the Foundation etc. alongwith the indicators presented.
