Introduction :
Participatory Livestock Development Project (PLDP)
was implemented from July 1998 to June 2003 at the cost of $42
million as per appraisal with the Assistance of Danida and ADB.
The numbers of Beneficiaries were 3,60,000 of 89 upazillas in
17 Districts of Northwest region of Bangladesh. After Project
implementation, Nutritional status, Literacy rate and Employment
of women were increased. Following the success of Participatory
Livestock Development Project (PLDP) would have been taken into
consideration to take up Second Participatory Livestock Development
Project (PLDP-II). Asian Development Bank (ADB) has agreed to
make a loan to Government of Bangladesh (GoB) for the project
‘Second Participatory Livestock Development Project (PLDP-II)’
on 19 December 2003 with an amount of SDR 13,969,000 (US$ 20 million
equivalent).

Project Goal :
The overall goal of the Projects is poverty reduction
in the rural areas. It will seek to improve the living standards
of the population, especially of women and households headed by
women with a view to reduce gender disparity in economic activities.
Project Objectives
:
The project aims to reduce rural poverty by-
1. Increasing Income Generating Activities and employment from
livestock related enterprises suitable for the landless household
and household headed by women.
2. Building individual and community capacity to manage enterprises.
3. Providing Microfinance for income generating activities including
livestock enterprises, small business and marketing initiatives,
provide support for livestock inputs supply services and employment
opportunities in the private sectors. And
4. The project will specifically target the ultra poor to support
their asset development and social mobilization.
5. Capacity building of the DLS will also be provided.
Project Area
The project covers 157 Upazillas including existing
89 Upazilla of Participatory Livestock Development Project (PLDP)
and 68 as new Upazillas in 20 districts (all 16 districts of Rajshahi
Division with 122 upazillas and 4 districts i.e. Mymensingh, Jamalpur,
Sherpur and Netrakona with 35 upazillas in Dhaka Division) in
Northwest and North Central region of Bangladesh. A total of 660,000
beneficiaries i.e. 360,000 from Participatory Livestock Development
Project (PLDP) and 300,000 from new project area will be benefited
from the project.

Description of the Project
The Project comprises of the following components
:
Part-I : Community Development.
Part-I : (a) Community Mobilization :
Support the formation and strengthening of
approximately 26,000 community associations. Provide, through
the participating NGOs, on-site technical support and training
to farmer groups to develop awareness on different income generating
activity, marketing and enterprise opportunities, improve farmer’s
capability to use microfinance and other input services effectively.
Develop and implement a range of training programs in dairy
and livestock farming, credit/agribusiness management, and related
subjects for, among others, dairy farmers, live animal market
management committees, butchers, meat shop owners, farmer group
leaders and members, livestock traders, milk venders and animal
health drug suppliers etc.
Part-I : (b) Community Livestock Extension
:
Provide livestock service centers (LSCs) to
support basic animal health, Disease Diagnosis and control,
and production services at the union council level develop and
train community extension workers (CEWs) to work from the livestock
service
centers and to provide on-demand livestock extension services.

Part-II : Livestock Enterprise Development.
Part-II : (a) Livestock Enterprises :
This sub-component will provide, through participating
NGOs, microfinance for the development of livestock enterprises
about 300,000 households. The project will reach approximately
660000 poor people especially the destitute women. Provide,
through DLS, supporting institutional, technical and training
services to participating NGOs. PKSF will implement a pilot
program to assist approximately 5,000 ultra poor households
to develop income-generating activities.
Part-II : (b) Marketing & Small Business
Development :
Provide, through participating NGOs, credit
for small-scale peri-urban dairy- processors and retailers,
livestock traders, and other supply enterprises. Provide, through
PKSF and LGED, livestock markets and slaughter slabs. Conduct
marketing promotion, and a consumer awareness program on meat
hygiene.
Part-II : (c) Innovation and Applied Research
:
Under the project, this sub-component will
execute applied research and initial capital for innovations
that would directly assist small livestock farmers to increase
their income earning and marketing opportunities. It will explore
development opportunities for new poultry breeds that could
raise productivity levels in the village environment and new
management systems that could better use of feed and labor resources.
This will investigate the improvement of cattle breed, goat
breed, systems for improved feed storage and nutrient enhancement.
Part-III : Capacity building for the
Department of Livestock Services :
Under this component, the project provides
institutional, capacity building, scholarship, and training
services to DLS. Construct and upgrade approximately 27 sub-district
level livestock development centers. Provide, policy support
to DLS, particularly in the area of phasing out of subsides
and commercialization of livestock activities. The DLS monitoring
and evaluation cell will also be strengthened.
Part-IV : Project Services
Part-IV : (a) Project Management :
The project will provide financial support
for setting up and operations of the Project Management Unit
to be situated at Rangpur & Project Liaison Unit at PKSF
Bhaban, Dhaka including provide training to the Project staff.
The project will also provide consulting services for Project
implementation and supervision. A Project Steering Committee
will be established to oversee the implementation of the project.
An Implementation Coordination Committee will be established
to guide the PMU on a regular basis. PKSF, in cooperation with
DLS, will establish a field level PMU based in Rangpur staffed
by independently recruited subject matter specialists and headed
by a project director.
Part-IV : (b) Implementation :
In order to enhance the capacity, the Project
provides motorcycles, bi-cycles, equipment and furniture for
selected participating NGOs for newly established 46 area offices
and apart from this, project will finance the operations and
staffing costs for 46 newly established Area Offices and 60
transferred area offices of selected participating NGOs. The
implementing agencies provide training programs under the community
development component and the microfinance activities in the
livestock enterprise development component to ensure sustainable
development in the sub sector. NGOs will deliver and manage
the credit activities in the marketing and small business development
subcomponent.

Gender in PKSF intervention :
Second Participatory Livestock Development Project
(PLDP-II) has 6,60,000 beneficiaries out of which more than 95%
are women. They are landless poor and marginal farmers headed
by women. They have been targeted leadership development, legal
awarness, group solidarity and identification and accessing community
resources. NGOs have been selected in the Project those have sort
of gender related activity. For social mobilization, women have
been trained up as Community Extension Workers (CEWs) and other
enterprises of 20 livestock oriented packges. Such as Poultry
Worker, Chick rearer, Duckling rearer, Pullet rearer, Model breeder,
Mini hatchary management, Feed seller, Egg seller, Commercial
layer, Commercial broiler, Goat/Sheep/Pig/ Buck rearer, Beef fattening,
Cow rearing, Heifer rearing, Fodder cultivation, Milk prosseccing
/chilling etc. The women are provided Microcredit as per enterprises.
The women are provided training enterprises management
and technology associated in operating the enterprise. Venue and
time schedule of a meeting has been arranged suitable for women.
Marketing information and marketing linkage have been provided
to women entrepreneurs for their specific needs.
The selections of beneficiaries for ultra poor
program have been selected from female-headed family.
In project services recruitment has been made
maintaining gender equity. Training of Trainers (TOT) program
for women has been selected women trainers.
The elected female union parishad members (FUPM)
have been involved in all possible project activities so that
they can bridge the gaps between the project participants and
the public offices.
Project Outputs
The following qualitative outputs may be achieved
1. 660,000 beneficiaries will be skilled on rearing of livestock
and poultry.
2. Nutritional status will be improved in the project area.
3. NGOs staffs will be developed with livestock related skill
ness.
4. Sustainable savings and credit programs will be developed.
5. 26,000 sustainable community based organizations will be developed.
6. 52, 000 leadership farmer will be developed.
7. Milk, egg and meat production will be increased.
8. Employment opportunity will be created.
9. Dissemination of livestock and poultry rearing technologies
to poor farmers of project area to increase production.
10. Creation of facilities for easily/readily available disease
diagnosis and control.
Implementation Progress
Project Steering Committee (PSC), Implementation
Coordination Committee (ICC), Establishment of Project Liaison
Unit (PLU) at PKSF Bhaban, Dhaka and Project Management Unit (PMU)
at Rangpur, Recruitment of Project Manager (PM), Project Director
(PD), Deputy Project Director (DPD) and most of the other project
staffs, Opening of Imprest Account in Bangladesh Bank and Project
Operating Account in Sonali Bank (Commercial Bank) have been accomplished.
Besides, a total of 15 NGOs/POs have already
been selected, to implement project activities.
Two workshops were launched for exchange of ideas
among POs and other stakeholders and implementation strategy for
PLDP-II. NGOs/POs have already established Area Offices (AOs)
and recruited project staff as per target.
POs have started baseline Survey with the inclusion
of basic data on livestock in the format supplied in the PLDP-II
Start-Up Workshop held on 8-9 December 2004. The survey will be
continuing.
Enrollment of beneficiaries and Training program
of NGOs staffs are continuing. Overall physical progress for the
project has reached 54% against financial progress of 68% average
during elapsed time of 43.8%. |
