Palli Karma-Sahayak Foundation (PKSF) is a national
apex funding & capacity building institution for MFIs of Bangladesh
& the biggest of its kind in the world. It was established by the
Government of the People’s Republic of Bangladesh. The Foundation
invites application from deserving candidates for recruitment to the
following position.
Name of the Position: Manager (Information Technology)
Educational Qualifications: MS in Computer Science/Engineering or MBA
(MIS/IT) with B Sc. in Computer Science/Engineering or B Sc. in Electrical
& Electronic Engineering from any recognized university (Min. 1st
Div./GPA-4.00 in both SSC and HSC exam. 3rd class/division in any exam
need not apply).
Age: Maximum 40 years
Salary: 23,000-1000x7-30,000-11,00x7-37,700
Other Benefits: 60% of basic salary for house rent
allowance, medical allowance, conveyance, CPF gratuity, festival bonus,
group insurance, children education allowance, income tax etc.
Terms & Conditions:
A) Minimum 7 Year experience with expertise on following
areas:
· LAN, Linux Server, Windows Server and MicroSoft Exchange Server;
·Oracle (8i/9i/10g) and My-SQL Database including Database replication
and cluster ..management;
· Systems security with disaster recovery;
· Process of user requirement, system design and development;
· PL/SQL/JAVA and Oracle/ My SQL based programming;
· Establishing of interfaces between different systems;
· Implementation of IT based projects;
· Documentation of Technical matters;

Vacancy Announcement
for Market Chain Specialist
Applications are invited for the above post for International Fund for
Agricultural Development (IFAD) and PKSF funded project titled “Finance
for Enterprise Development and Employment Creation (FEDEC) (IFAD Loan
no. 725-BD)”. The project implementation agency is Palli Karma-Sahayak
Foundation (PKSF) – a national apex funding and capacity building
institute for MFIs of Bangladesh and largest of it’s kind in the
world. The project is scheduled to be completed on July 2013. The Specialist
will be recruited for a tenure of 3 (three) years which may be extended
for a maximum period of another 3 years.
Responsibilities and Scope of Work: Market Chain Specialist
will report to the Project Coordinator and support ME unit in implementing
the FEDEC Project. Specific tasks in the position include:
1. Sub-sector Studies
* Prepare the Terms of Reference for sub-sector studies.
*Select consultant/firms for sub-sector studies, and subcontract out,
with appropriate ..approvals from the Head
of ME Unit, study activities.
* Supervise sub-sector study activities, ensuring that the terms of
reference are met and that ..the quality
of work is satisfactory.
* Disseminate sub-sector study results within PKSF and Partner Organizations
(POs).
* Assist POs in designing their own sub-sector studies and other market
research activities.
The assistance can be in the form of drafting TOR, assisting selection
of consultants/firms for market research etc.
2. Selection of Market Chain Development Proposals
* Detail out and finalize PO proposal selection criteria and selection
process.
* The Specialists will act as lead evaluators of market chain development
proposals from POs.
This will be done as per criteria and process developed by the PKSF
ME Unit.
3. Implementation, Monitoring and Evaluation
* The Market chain Specialists will monitor process, progress and quality
of implementations ..of market chain development
activities.
* Modify activities and budget as per lessons learned during the implementation
period.
* Control costs and expenditures.
* Evaluate (process, activities and results) the outcomes of activities
financed under FEDEC, ...including the
impact on women and disadvantaged groups.
* Disseminate lessons and impacts of market chain development activities
among POs and ..other stakeholders through
meetings, workshops, seminars, briefs, newsletters and research ..reports.
4. Assistance to POs (NGOs)
* Prepare guidelines for developing market chain development proposals
(including how to ..incorporate gender
issues into these proposals) and sub-sector studies and market research.
* Prepare a electronic database of various providers of services and
disseminate to POs.
5. Training, Coordination and Reporting
* Specialists will work with the Training Unit of PKSF to conduct and
or facilitate all staff and ..beneficiary
training planned under FEDEC. This may involve preparation of annual
training ..plans, course outlines and training
materials, selection of training providers, and monitoring of ..training
provision. The training plan will need to ensure that women entrepreneurs
get full ..access to training and other
FEDEC support.
* Commission and manage project impact evaluation surveys and other
studies.
* Prepare appropriate reports.
6. Specialist will be responsible for collaboration
with different stakeholders as determined by ....the
PKSF.
7. Any other task as assigned by the PKSF for achieving
objectives of FEDEC project.
Qualification & Experience:
Qualification: Advance degree in Business, Economics,
Finance and related subjects will be required. Education in multiple
disciplines such as Engineering/Technology and Business, Agriculture
and Business etc. will be preferred.
Experience: The candidates must have good understanding
of private sector in general and small businesses in particular. Clear
understanding of market chains, sub-sector analysis and development,
market research methodologies etc will be essential. Have prior work
experience in monitoring and evaluation of private sector or microfinance
projects. Work experience in similar small business development programmes
will be an asset. At least 10 years of work experience in private sector
business management, technology management, and work in more than one
of the priority sectors will be required. Candidates should be able
to identify problems and recommend solutions for the various activities
of POs. For communications with IFAD good spoken and written English
is required.
Age: Maximum 50 years.
Salary: Negotiable.
Work Station: Dhaka, with frequent travel to different
parts of the country.
