Foreword

Microcredit plays an important role in poverty alleviation efforts of the developing countries. Over the years, there has been phenomenal growth in activities of microcredit in many countries of the world and a transition in the paradigm and modalities of microcredit. There have been achievements and there are challenges too.

Globally, microcredit is being practiced by various government, non-government and specialized organizations. By the end of December 2001 about 54.9 million clients were covered by microcredit and out of that Asia’s share was 47.9 million. Out of Asia’s share of 47.9 million, Bangladesh alone has covered more than 11 million clients. Of the 54.9 million clients worldwide, 26.8 million were very poor when they took their first loan. The goal of Microcredit Summit Campaign is to reach 100 million of the world’s poorest families with credit for self-employment and other financial and business services by 2005.

Palli Karma-Sahayak Foundation (PKSF), as the leading autonomous microcredit fund in Bangladesh has lent about US$ 300 million to 210 microfinance institutions (MFIs) covering more than 3.8 million borrowers. More than 90% of the borrowers are women. As the biggest microcredit apex funding organization in the world, PKSF’s standards, guidelines and modalities are being studied by various countries in order to develop their microcredit sector.

PKSF, in collaboration with the Microcredit Summit Campaign is organizing the Asia Pacific Region Microcredit Summit Meeting of Councils in Dhaka, Bangladesh from 16-19 February 2004, with visits to microfinance programs on 14 and 15 February. The forthcoming Summit Meeting in Dhaka will be organized with the recognition that we are leading up to the UN International Year of Microcredit 2005. The Meeting will also help to formulate strategies to achieve the Millennium Development Goals

Purpose and Background

The first Microcredit Summit was held in Washington DC, USA, from February 2-4, 1997. At the Summit more than 2,900 people from 137 countries gathered and launched a nine-year campaign to reach 100 million of the world’s poorest families, especially the women of those families, with credit for self-employment and other financial and business services by the year 2005. The Microcredit Summit Campaign located in Washington DC brings together microcredit practitioners, advocates, educational institutions, donor agencies, international financial institutions, non-governmental organizations and others involved with microcredit to promote best practices in the field, to learn from each other and to work towards reaching the goal. The core themes of the summit are:

The Campaign has successfully co-organized three regional meetings of councils- October, 2000 in Harare, Zimbabwe; February, 2001 in New Delhi, India and October, 2001 in Puebla, Mexico.

PKSF, in collaboration with the Microcredit Summit Campaign is organizing the 2004 Asia Pacific Region Microcredit Summit Meeting of Councils (APRMS) in Dhaka, Bangladesh from 16-19 February 2004, with visits to microfinance programs on 14 and 15 February. The forthcoming Summit Meeting in Dhaka will provide inputs for program of the UN International Year of Microcredit 2005. The Meeting is also important in the context of Millennium Development Goals, especially that of cutting absolute poverty in half by 2015.

The meeting will be a four day event. and will contain the following types of sessions: 1) opening and closing sessions, 2) plenary sessions (to discuss papers commissioned by the campaign and other topics), 3) breakout workshops, 4) Institutional Action Plan presentations in plenary, 5) Meeting of councils 6) associated sessions, 7) day-long courses and 8) training-of-leaders courses.

Who should attend?

Asia Pacific Region Microcredit Summit Meeting of Councils (APRMS), 2004 is open to anyone interested in the field of Microcredit. Microcredit practitioners, Government Officials, NGOs, Corporations, Foundations, and every other sector of society will find much of interest at the APRMS meeting, 2004. Delegates to the Summit must meet the following criteria:

The delegate/s nominated by a Council member institution should be sufficiently senior in their institution to advocate for or authorize the implementation of Institutional Action Plans, and/or delegates should be actively involved in the implementation of the Institutional Action Plan. All delegations should strive for gender balance.

Each delegate to the APRMS meeting, 2004 is responsible for their own transportation and other costs. It is recommended that you wait to purchase your airplane ticket until after you have received your official Registration Confirmation provided by the APRMS Registrar.

The working language of the meeting will be English.

Cancellation Policy

Cancellation requests must be received in writing addressed to the APRMS Registrar, Palli Karma-Sahayak Foundation, PKSF Bhaban, Plot # E-4/B, Agargaon Administrative Area, Sher-e-Bangla Nagar, Dhaka, Bangladesh, Fax-880-2-9134431, E-mail: dhakasummit@pksf-bd.org. All refunds will be made either through a credit card refund or by check from the APRMS Registrar (Drawn on a bank situated in Bangladesh).

Cancellation of Registration by Applicant Before December 15, 2003
Cancellation requests received in writing before December 15, 2003 will be refunded 100 percent.

Cancellation of Registration by Applicant After December 15, 2003
No refunds will be issued for cancelled registrations after December 15, 2003 except in the following circumstance:
* Applicants may request a cancellation of their registration if their visa application is denied. Requests must be accompanied by appropriate document indicating a denial of the visa application.

Visa Information

Delegates from outside Bangladesh are encouraged to start the process of obtaining a visa as soon as possible. Please allow sufficient time for obtaining your visa. Contact the Bangladesh Embassy or Consulate in your country for more information on obtaining a visa to Bangladesh. PKSF is not responsible for assisting with or securing visas for Summit delegates. Delegates who submit a Summit Registration Form and pay the appropriate registration fees will receive a Letter of Invitation (to be sent along with their confirmation). This letter can then be used as an aid in obtaining a visa. PKSF makes no formal guarantee that a visa can be obtained.

Field Visit

The regional summit will be preceded on February 14 and 15 by optional field visits to Grameen Bank and Partner Organizations of PKSF (BRAC, ASA, Padakhep and some other Partner Organizations). For field visits interested persons have to make extra payment which is not included in the Registration fee. Field visits may be of two types in terms of duration. The estimated cost will be as follows

a) 2-day field visit will cost between USD 56 to USD 155 and
b) 1-day field visit will cost between USD 28 to USD 75.

The above mentioned cost includes lodging (if required), meals, translator, transportation to and from the field and materials. Interested visitors are requested to get cost details from each institution.


Participants of the field visits will be accepted on a first-come, first-serve basis.

(A) Grameen Bank : Bangladesh is the home of world famous Grameen Bank which pioneered collateral-free credit for the poor. Under Grameen II it has generalized its methodology to offer full range of financial services to its borrowers. Grameen Bank offers loans ranging from very small loans to first time borrowers to micro-enterprise loans to experienced borrowers. It provides housing loans to the clients and students loan & scholarships to their children. (B) Partner Organizations of PKSF: PKSF is the biggest apex financing organization for MFIs in the world and regarded as a model in all over the world. PKSF has 210 Partner Organizations (POs). Some of its reputed POs that have interesting innovations in microcredit are as follows:

(i) BRAC: The largest NGO of the world, works with the people whose lives are dominated by extreme poverty, illiteracy, disease and other handicaps. It provides credit to 3.5 million people and loan outstanding is USD 158 million. Besides Microfinance Program it has different financing programs such as the Income Generation for Vulnerable Group Development Programs for the poorest, Program for the Urban Poor and Micro Enterprise Lending and Assistance Program. (ii) ASA: One of the largest MFIs in the world that is regarded as a model for its cost effective method of running microcredit program. (iii) Padakhep: It has different innovative programs like microcredit for the street children and microcredit for agricultural diversification . (iv) Other Partner Organizations (POs) of PKSF: Apart from above mentioned POs some POs have inspiring innovations in microcredit like establishing linkage between microcredit borrowers and export market, clinical facilities. There are a limited number of tables (Simple tables) available for institutions that wish to display or distribute literature/information materials. To reserve a table, please complete this form and fax it to 880-2-9134431.

Bangladeshi participants will be required to pay Taka 6,000 and Taka 4,200 to reserve a full table and half table respectively. Please note that maximum two organizations can share one table. Half table will be offered only upon having twin applicants for a single table.

Exhibition Tables cannot be reserved without payment and will be available on a first come, first served basis.
