MESSAGE FROM THE CHAIRMAN

Palli Karma Sahayak Foundation (PKSF) has entered into the twenty first century with a clear vision of commitment to serve the poor. Over the years, PKSF has achieved considerable success in fulfilling its mandate of assuming a leadership role in the country's microcredit sector, strengthening and expanding its financial intermediation capacity, and establishing best practices for microcredit management and operations. As has been presented in the Annual Report, PKSF's activities in the FY 2000-2001 were implemented so as to consolidate the past gains while keeping in view the long term vision. PKSF's activities during the year included expanding and diversifying its lending Programme, carrying out intensified institutional support for partner organizations, providing soft loans for capacity building and disaster management, and taking steps towards implementing guidelines on microcredit best practices.

These efforts have contributed to strengthening the institutional and financial sustainability of PKSF and its POs, while helping to make microcredit a more effective tool for poverty reduction. A 3 year long study commissioned by PKSF and conducted by the Bangladesh Institute of Development Studies (BIDS) has shown that PKSF's microcredit programme has benefited the rural poor in various ways: by increasing their incomes, reducing the risks and vulnerability of their livelihoods, and contributing to their social development and empowerment. We at PKSF believe that the microcredit system is a dynamic and evolving one, which can adjust to the varied and changing needs of the poor normal"

PKSF's performance as an apex microcredit funding organization has attracted the attention of policy makers and practitioners of microcredit at home and abroad. PKSF's model is now being replicated in countries of Asia, Latin America and Africa. We believe that the major reasons for PKSF's success is its being open to new ideas while adopting a learning by doing approach, its strong championship of public services, and its efficient style of management with a dedicated team of officials. The able guidance of the members of the General Body and the Governing Body has greatly contributed to the success of PKSF.



Our endeavors would not have been possible without the strong support provided by the Government of Bangladesh, specially the Ministry of Finance and the donor agencies, notably the World Bank, Asian Development Bank and the USAID. We are thankful to all of them and look
forward to receiving their support in the coming years as well.

FOREWORD

During the past  financial year (FY) 2000-2001 PKSF carried out several activities in the microfinance sector. In FY 2000-2001 PKSF disbursed Tk. 1197.17 million, brought under its program additional 0.23 million poor 90% of whom are women; provided soft loan to POs, arranged training courses and organized workshops for the institutional development of its POs and prepared guidelines for supporting and establishing best practices for the governance, management and operations of microcredit sector.  As of June 2001, PKSF disbursed a cumulative amount of Tk. 9481.08 million among 2.36 million poor borrowers of the country. PKSF’s loan recovery is above 98%. As has been shown in this Annual Report for FY 2000-2001, PKSF is on the right track for achieving operational, financial and institutional sustainability. In this FY 2000-2001 PKSF has started implementing the Second Poverty Alleviation Microfinance Project and intensified its present activities by diversifying its programs covering the urban poor, the hardcore poor and micro enterprises for the microcredit borrowers. PKSF is also implementing bigger programs for the capacity building of its POs.

The steady and successful expansion of PKSF's programs shows the enormous potential of microcredit as an effective tool of poverty alleviation.  PKSF's evaluation of microcredit programs of the Partner Organizations (POs) indicates that these programs can be conducted with the equal efficiency by the national level large organizations and by locally based small ones. A large number of PKSF's partner organizations (POs), through which PKSF channels microcredit to the rural and urban poor, too have been moving toward financial and institutional sustainability. The recipients of microcredit, the rural and urban poor have received, as has been empirically established, substantial benefit from the program of PKSF and its POs. According to a research conducted by the Bangladesh Institution of Development Studies (BIDS) supported by PKSF illustrates that the microcredit program has improved their standards of living, enhanced their security, contributed to their social development and augmented their self-respect.

The able guidance of the members of the General Body and the Governing Body; continued support of GOB; generous assistance from the donors like the World Bank, USAID and ADB; dedicated efforts of the Partner Organizations; committed and quality services of PKSF officers and staff; and the resilience of the rural poor to face the challenge of poverty; all together helped PKSF to carry out its activities. Our sincere thanks to all of them.

OBJECTIVES
OF PKSF

 
"PKS"F has been established for helping the poor, the landless and the assetless in order to enable them to gain access to resources for productive undertakings and/or employment and for enhancing the quality of their life. The specific objectives of PKSF are:

1. To provide assistance for generating income or employment opportunities for the landles s and assetless for alleviating poverty, in various forms and manners, including financial, institutional, advisory and training, to non-government, semi-government and government organizations, voluntary agencies and societies, local government bodies, institutions, groups of individuals as partner organizations (POs).


2. To support, promote, develop and identify employment opportunities for the poor (the landless and assetless), to provide them with credit as well as such other help and assistance including education and training as may be necessary for development of their skills.


3. To help building and strengthening the institutional capacity of the POs for improving their efforts at providing access to resources for the poor.

4. To support, promote and sponsor innovative programs and projects for creating awareness for the improvement in the quality of life of the poor and self-reliance in the process of creating productive employment opportunities.

5. To help the poor people to diversify and strengthen their survival strategies, to enhance their security and to give them access to assets and rights and augmented their self-respect providing them choice and independence.

6. To be a promoter and stimulator of innovative ideas and methods and to encourage, promote and assist efforts, which emphasize and focus on new technologies and ideas for employment creation and productive activities for poverty alleviation.

7. To initiate, undertake and promote research activities directed towards poverty alleviation and employment generation; to establish and support research and training institutions; to grant stipends, scholarships, fellowships for such research activities; to organize seminars, workshops, conferences and to undertake publication of reports, periodicals, monographs, bulletins, journals, books etc. in furtherance of the objectives of PKSF.

8.  To set up an effective Management Information System (MIS) for regular and proper monitoring and evaluation of the poverty alleviation activities of the POs supported by PKSF.

 9. To establish and maintain contact and collaboration with POs, other institutions, bodies and societies in Bangladesh and abroad including relevant international agencies, constituents of the UN system interested in similar objectives and to coordinate with such institutions, bodies and organizations for furthering the objectives of PKSF.

10. To undertake, sponsor, support or aid any educational, social, commercial, agricultural or industrial activities for attaining the objectives of PKSF.

11. To do all such other lawful things as are conducive and/or incidental to furthering the growth and the attainment of the objectives of PKSF.


ORGANIZATIONAL
STRUCTURE

PKSF is a ‘company not for profit’ registered under the Companies Act of 1913 as amended.

MANAGEMENT

General Body

The General Body is formed by 16 members out of whom the Government nominates 8 members from amongst persons associated with government agencies, voluntary organizations or private individuals renowned in the field of poverty alleviation activities. The remaining 8 members are persons from partner organizations and private persons having records of services in activities on poverty alleviation and income generation.

The General Body gives overall policy guideline and direction for the efficient functioning of PKSF. It approves the annual budget of PKSF drawn up by the Governing Body of PKSF. Names of the members of the General Body of PKSF are given below:

GOVERNING BODY

The Governing Body, subject to the general control and supervision of the General Body, generally pursues and carries out the objectives of PKSF. The Governing Body is responsible for the management and administration of the affairs of PKSF. It determines the direction and scope of the activities of PKSF.

As per its Articles of Association, PKSF has a seven-member Governing Body under the general guidance of which all the activities of PKSF are undertaken. The Managing Director carries out the responsibilities of the organization as its Chief Executive. He is also a member of the Governing Body. Since he is the Chief Executive and a member of the Governing Body as well, he carries the task of liaison between the Governing Body and the management cadre.

To execute the tasks of PKSF, a suitable structure has been devised providing for a gradual increase in the number of posts and personnel, as will be required in future, with the objective of putting together an appropriate institutional structure, professional excellence and a capable management cadre for PKSF. Under this, attempts are underway for recruiting and building up a team of committed meritorious and capable officials having the right aptitude. Gradually and over time, there will be increase in the number of personnel through gaining of experiences, increase in the workload, expansion in its operations and future needs and requirements of PKSF. PKSF’s activities and daily operations are at present carried out by 86 management staff, and 65 supporting staff. Besides, there are three part-time professionals- one legal adviser, one law specialist, one medical officer and 8 project staff.
